That is refusing to deliver because he ISN'T f2p! It's completely different! That requirement is excluding people for no reason! Excluding f2ps is at least justifiable because they are incapable of raffling anything, and thus can't have rep unless they raffle coupons and stuff.
I read the whole thing. There is NOTHING about excluding f2p users. The whole discussion is about rep requirements, not f2ps. Can you please show me the part about f2p exclusion being against the rules?
That post was a discussion of rep requirements. Nowhere did it mention anything about f2p users.

Please stop spamming. It's very annoying. If you are that adamant about being able to enter raffles with a "No F2P" requirement, either buy a 50 cent item or report the "offense."

Excluding F2P doesn't go against rule 17 at all. Maybe you should re-read it.
