If you call this "rep farming" then maybe you need to redifine the way users get rep. I mean, I don't see anything wrong with raffling one hat at a time: you get more choice in the raffle of getting something you actually want and there's more chance that you'll be online see it.
Tell me one thing. What's the point of the raffle spamming rule? If there were lots of crate raffles than ofc it would be annoying. But honestly this place is waaaay too strict. Well of all bans this one is truly the most rediculous. Generous man makes a hat train and gets banned. Wtf is the point. I mean it is not many people here who raffle real good stuff, and everyone bitching about community is dying, and the first real brakethrough resulted in ban. You can't get banned here If you refuse to give item to the winner without explanation(at least once), but you can get banned for raffling tons of hats.
